There's probably no need to over-complicate things, and I'm pretty sure there's no need to monitor them too scrupulously, either. It's not like we're selling a scarce resource or commodity - the marginal cost of one extra bum on a seat is actually nil. (Whilst most people entering on a freebie can be assumed to purchase something while they're there, whether that's a pint or a burger or a matchday programme. And, of course, a bigger crowd equals a better atmosphere and better word-of-mouth, so there really is no downside...) We could litter Kingston with free/specials for dwarves, trannies or Zoroastrians (or just specifically dwarf, transexual Zoroastrians) and it doesn't actually matter all that much which offer pulls them in so long as one of them does. Only when we start to reach capacity (in my dreams) do we need to determine which offers to continue and which offers to constrain.

In a ground with a capacity of 2,000 attracting gates of around 300, let's just try something/anything.
