i'm guessing but: public transport still a necessity for many people (including healthcare workers) while K's/The Isthmian is a luxury. even in Italy, public transport continued during lockdown.

If the government strategy is to 1) minimise number of old people who get it while 2) acknowledging and accepting that lots of younger people will and should get it (to build up immunity), then there is a logic.
