Because there’s only one Southern Premier and one Southern Midlands Premier set of Leagues, each with one feeder league each whereas the Northern Premier and the Isthmian Premier Leagues have three feeder divisions at step 4

Each of the four Step 3 divisions should have two feeder divisions each but they don’t

And the Isthmian league is very protective of its area too

When the fourth division to step 3 was added a few years back then the reforms should have done this. They didn’t

Also as JB adds there’s regional boundaries to ensure all step 3 divisions have equal amount of teams in them otherwise the Isthmian divisions would be very big. So the FA have to accommodate this, especially as a 1/4 of the U.K. population live in the Isthmian area, and this more clubs play in this rough area - ie line from Southampton diagonally upto Norwich. There’s also a big à population concentrated in the old Cotton Belt towns too (up north)
