Looking at the Ground Grading Requirements, it isn't a massive difference between Step 3 and Step 4.

The main differences are around capacity rather than other facilities:

Step 3 - minimum capacity 1,950 of which 500 must be covered including at least 250 seats

Step 4 - minimum capacity 1,300 of which 300 must be covered including at least 150 seats

The other differences are number of turnstiles (3 for Step 3, 2 for Step 4) number of press seats (4 for Step 3, 2 for Step 4) and number of public urinals (4 for Step 3, 2 for Step 4). All of these seem deliverable fairly cheaply, if they aren't already in place.

Other requirements, including everything related to floodlights, players changing rooms and officials changing rooms, are the same for Steps 3 and 4.

So the sticking points are likely to be number of seats and number of covered areas. I can't find anywhere online the current RPV capacity, the number of seats or the extent of the 'covered capacity'.
